Recreation Site Access Information

Temporary Closure Notice: The K’utárawáx·u (pronounced ku-ta-ra-wa-hhu) (also known as Grizzly Hill) site in California will be fully closed the evening of Thursday, July 3, the evening of Thursday, July 17, and all day Friday, July 18 to allow for the final paving of the site access road. Please find additional information about the closure below. 

K’utárawáx·u (Grizzly Hill) Recreation Site Access Closure Information

When: Thursday, July 3, 2025; Thursday, July 17, 2025; and Friday, July 18, 2025

What: The Klamath River Renewal Corporation (KRRC) is implementing its Recreation Management Plan, which includes the construction or improvement of five recreation river access sites along the restored reach of the Klamath River at the previous J.C. Boyle, Copco, and Iron Gate reservoir areas. Four of the five recreation access sites are currently open with limited hours and amenities. All five sites are expected to be fully open August 1, 2025. Information about the recreation access sites and updates on access are available on KRRC’s website: klamathrenewal.org/recreation

The K’utárawáx·u (pronounced ku-ta-ra-wa-hhu) (also known as Grizzly Hill) site in California will be fully closed the evening of Thursday, July 3, the evening of Thursday, July 17, and all day Friday, July 18 to allow for the final paving of the site access road.

Where: The K’utárawáx·u (Grizzly Hill) site in California is currently only open Monday through Friday from 12:30-1:30p and 5:30-6:30p while construction is underway. Users are not able to enter or exit the site outside of these limited designated hours. To allow for paving of the site access road, the site will be closed during the evening hour on Thursday, July 3, the evening hour on Thursday, July 17, and both hours on Friday, July 18.

Cautions: Please note that the K’utárawáx·u (Grizzly Hill) recreation site is the final take out spot before Class 4 rapids – characterized by intense, powerful, and turbulent waters – in the Kikacéki Canyon, which is the area between the former Copco No. 2 Dam and former Iron Gate Reservoir. All users should plan trips based on experience level and always wear a life jacket. Nonadvanced boaters should use the Access 1 recreation site upstream to exit the channel prior to rapids and hazardous waters during these closures.

Klamath River Reach Between Keno, Oregon and Hornbrook, California

When: May 15, 2025 to July 31, 2025

What: The Klamath River Renewal Corporation (KRRC) is implementing the Recreation Management Plan (https://klamathrenewal.org/wpcontent/uploads/2023/01/Rec-Plan-Dec-2022-FERC-14803.pdf) for the Lower Klamath Project (FERC P-14803). This plan includes constructing or improving five recreation river access sites along the restored reach of the Klamath River at the previous J.C. Boyle, Copco, and Iron Gate reservoir areas.

One recreation site in Oregon (Pioneer Park West) and three recreation sites in California (Grizzly Hill also known as K’utárawáx·u or Copco Valley, Fall Creek also known as K’účasčas, and Iron Gate) will open on May 15, 2025 with limited parking and limited amenities (limited river access, port-a-potties, no seating areas). A second recreation site in Oregon (Moonshine Falls) is expected to open with limited parking and limited amenities late spring/early summer, pending weather conditions. Full access to all five recreation sites with final amenities is expected August 1, 2025.

The Grizzly Hill (K’utárawáx·u or Copco Valley) site will only be open Monday through Friday from 12:30pm – 1:30pm and 5:30pm – 6:30pm for the period May 15, 2025 through July 31, 2025. Please note, users will not be able to enter or exit the site outside of the designated hours. Please be aware of very limited use at this site until August and plan trips accordingly. Nonadvanced boaters should use the Access 1 recreation site upstream to exit the channel prior to rapids and hazardous waters downstream, until the Grizzly Hill (K’utárawáx·u or Copco Valley) site is open.

A temporary recreation access site at the Fall Creek (K’účasčas) location will be open daily from 7:00am – 7:00pm from May 15, 2025 until construction of the permanent site is finished (anticipated August 1, 2025). Recreation users accessing the temporary site from Copco Road between May 15 and July 31 will cross Daggett bridge. Please note, users will not be able to enter or exit the temporary site outside of the designated hours.

Cautions: All recreation access sites will be under construction through July 31, 2025. Construction activities will be behind fencing and denoted with signage. Users must respect closed fences, follow access signage, and be mindful of construction activities. All other lands surrounding the recreation sites remain closed. No trespassing outside of the designated recreation site access areas.

Please note, the river is undergoing natural changes as it reclaims the river channel. There may be hazards in the channel including rapids, rocks, and downed trees. Users should always wear a life jacket when on the river and plan trips based on experience levels.

Where: The following recreation sites will be open with limited amenities on May 15, 2025. Full access to the sites is expected August 1, 2025. These sites will be day-use only.

  • Oregon
    • Pioneer Park West: Opening May 15 with limited amenities. Open daily 7:00am – 7:00pm. Full opening expected August 1.
  • California
    • Grizzly Hill (K’utárawáx·u or Copco Valley): There will be very limited hours and amenities beginning May 15 (Monday through Friday 12:30 – 1:30pm and 5:30 – 6:30pm only). Gates will be open only during these designated hours. Full opening expected August 1. Nonadvanced boaters should use the Access 1 recreation site upstream to exit the channel prior to rapids and hazardous waters until the site is fully open.
    • Fall Creek (K’účasčas): This site (river right) will open August 1. Temporary access site on river left will open May 15 with limited amenities. Recreation users accessing the temporary site from Copco Road will cross Daggett bridge. Open daily 7:00am – 7:00pm. Gates will be open only during these designated hours.
    • Iron Gate: Opening May 15 with limited amenities. Open daily 7:00am – 7:00pm. Full opening expected August 1.

 

The Moonshine Falls site in Oregon is expected to open with limited amenities in late spring/early summer, pending weather conditions. Full access to this site is also expected August 1, 2025.

Road Closures

Lakeview Road Closure Extension

When: April 15, 2025 – further notice

What: As authorized by the License Surrender Order issued by the Federal Energy Regulatory Commission (FERC) in November 2022, the Klamath River Renewal Corporation (KRRC) performed necessary construction work related to the drawdown of the J.C. Boyle, Copco, and Iron Gate reservoirs in January 2024 and removal of the four Lower Klamath Project hydroelectric dams later that year. Due to an active construction zone, a 1.1-mile section of Lakeview Road owned by KRRC was temporarily closed for public safety through April 15, 2025. In order to proceed with necessary restoration work, this closure is being extended to ensure public safety as the area remains an active work zone. We will provide further notice when public use is permissible.

Where: Lakeview Road is closed for 1.1 miles uphill from the Iron Gate Fish Hatchery location (just past Lakeview Bridge).

  • October 30, 2023: Permanent Closure of Mallard Cove – The Mallard Cove recreation site on Copco Reservoir was permanently closed on October 30, 2023. No camping, day use, or boat access is permitted following the closure.

The following recreation sites at Copco Reservoir were closed on May 12, 2023: Copco Cove.

The following recreation sites at Iron Gate Reservoir were closed on May 12, 2023: Fall Creek, Jenny Creek, Wanaka Springs, Camp Creek, Juniper Point, Overlook Point, Mirror Point, and Long Gulch.

  • Roadway Maintenance – Copco Road: June 2023 – Roadway maintenance will be conducted by Klamath River Renewal Corporation contractors between mileposts 3 to 8 along Copco Road (between Ager Bridge and Lakeview Bridge) beginning on June 19, 2023 and concluding on June 2023. No road closures are anticipated; however, delays and increased traffic are expected. Please be advised that flaggers will be stationed at the areas where maintenance is occurring.
  • March 19 & 20, 2018: KRRC Informational Meetings – KRRC is hosting informational meetings on the Klamath River Renewal Project, which involves the removal of four hydroelectric dams—JC Boyle, Copco 1 & 2, and Iron Gate— and the restoration of formerly inundated lands. An introductory presentation will be followed by a question and answer session.
  • November 7, 8, & 9 2017: KRRC Open Houses – KRRC is hosting a series of three informational Open House meetings on the Klamath River Renewal Project, which involves the removal of four hydroelectric dams—JC Boyle, Copco 1 & 2, and Iron Gate—and the restoration of formerly inundated lands.
