About the Definite Decommissioning Plan

On November 17, 2020, KRRC submitted its Definite Decommissioning Plan (DDP) for the Lower Klamath Project to the Federal Energy Regulatory Commission (FERC). The DDP is KRRC’s comprehensive plan to physically remove J.C. Boyle, Copco 1, Copco 2, and Iron Gate dams to achieve a free-flowing condition and volitional fish passage, site remediation and restoration, and avoidance or minimization of adverse downstream impacts. It is a “shovel ready” scope of work and provides FERC with a complete decommissioning plan on which to grant regulatory approval for license surrender, and ultimately dam removal.

The DDP further refines and supersedes the 2018 Definite Plan, which KRRC submitted to FERC on June 28, 2018. The Definite Plan provided FERC with comprehensive analysis and detail on project design, dam removal, reservoir restoration, and other post-deconstruction activities. It also provided proper due diligence and necessary planning for dam removal and site restoration.
